Ningbo Port Imported 297 Million US Dollars Food in The First Half of 2015

Seahog, the China customs broker learn from Ningbo Inspection and Quarantine Bureau that in the first half of 2015,  Ningbo port totally imported 9138 bacthes of imported food that weighted 264000 tons and had an invoice value of 294 million US dollars, grew by  87.8%, 106.2% and 65.2% respectively, compared with the same period a year earlier. Therein, 1351 batches were found unqualified, which meant the disqualification rate reached 14.7%. The involving cargo value was 22 million US dollars.

It was introduced that the main imported food categories mainly included aquatic products, dairy products, cereal grains and their products, and alcohol and spirits. The import amount of these four categories respectively represented 27.3%, 20.7%, 18.8%, and 14.3% of  Ningbo Port’s total import amount of all food and cosmetics in the first half of 2015.

In the 1351 unqualified batches, 46 batches were returned or destroyed,and the left 1305 batches were allowed to import after the label problems were fixed.Analyzing from the returned or destroyed batches, imported food with relatively poor quality mainly include biscuits, oatmeal, baby and infant food, and alcohol.

In addition, other 7 batches of imported food were returned or destroyed in the same period, including pasteurized milk, fruit jam, candy, honey, nuts. The main reasons behind disqualification were: substandard acidity, use of non-edible substance, scope-exceeding use of additives, excessive coli group, and content of disease-causing microorganism. The involving food were mainly from Australia, Turkey, Thailand, and Germany.

According to Ningbo Bureau, Ningbo port totally returned or destroyed 16 batches of unqualified biscuits and oatmeal. The disqualification rate was 3.2%, and the main reasons include, excessive water, molds, orbacillus coli, content of pathogenic bacteria, and illegal use of additives. The unqualified biscuits and oatmeal were mainly from Taiwan, Oman, Poland, Spain, and Israel.  9 batches of baby and infant food were returned or destroyed because of lack of our country’s quarantine permit, or lower carotenoid content than normal value. They were mainly from Italy, USA, and Australia.

Ningbo Port Intercepted Pine Forest Killer from Imported Logs

Seahog Ningbo Branch, the reliable customs clearance agent in Ningbo, learns from Ningbo CIQ that they recently intercepted and captured Pine Forest Killer – pine wood nematode from southern pine logs from USA. In recent years, Ningbo CIQ  repeatedly found pine wood nematode from the wooden packing of imported goods. But it was the first time that this pest was intercepted from entry logs.

From Wilmington, USA, this batch of southern pine logs was nearly 500  m³ and was loaded in 20 containers. Learning the logs were from  pine wood nematode affected area, the on-field inspectors were very cautious. They examined the phytosanitary certificate , made sure that the logs had been removed bark before export, and check the attached non-carrying statement of pine wood nematode. And then they opened the container for inspection and found  harm symptoms of pine wood nematode at the cross section of logs. Inspectors drew samples from logs with blue stains for testing immediately. The test result showed that this batch of logs carried live pine wood nematodes. At present,  these logs had been fumigated, and released after the quarantine treatment was done.

Pine wood nematode disease is the most dangerous and destructive forest disease in the world. It spreads easily, develops rapidly, and is  lethal and hard to be controlled. After infected with pine wood nematode disease, plants will dry up, and die in 40 days – the fastest speed. That is why pine wood nematode disease is called  Pine Forest Killer. Our country found this disease in Nanjing for this first time. Now, the epidemic  has happened in 16 provinces , and is spreading towards West and North.

Overview of Food Products Imported through Ningbo Port in the First of 2015

Ningbo Inspection and Quarantine Bureau recently reported their inspection job on imported food section in the first half of this year. It was introduced that Ningbo port imported 9138 batches of imported food that worth 294 million US dollars in this period, marking a 87.8% rise in terms of batches. Therein, aquatic products and dairy products had biggest shares, both accounting more than 20%. The disqualification rate of the food imported in the first half was 14.7%. Biscuits, oatmeal, and baby and infant food presented most problems.

More and more countries and regions become sources of our country’s imported food. In the first half of their year, Ningbo port imported food from 63 countries and economic entities, up by 11 year on year

In terms of import quantity, the top four were aquatic products, dairy products, cereal grains and their products, liquor which respectively accounted for 27.3%, 20.7%, 18.8%,1 4.3% of Ningbo port’s total food import quantity in this period.  From growth speed perspective, dried fruits and nuts were number one among all food with a rise of 8.4 times in import quantity.  Dairy products presented a growth of 6.4 times.  With a 5-times increase in import quantity, seasoning products were Number 3.

The largest source of Ningbo port imported food was EU, and the second largest was USA, with import quantity of 83,220,000 US dollars, and 33,720,000 US dollars respectively.

In the first half of 2015, Ningbo Inspection and Quarantine Bureau detected 1351 batches of unqualified food products. The involve shipment value was 22 million US dollars, and the unqualified batch rate reached 14.7%. Therein, 46 batches were returned or destroyed, and the rest 1305 batches were allowed to import after the existing label problems were modified in accordance with relevant regulations and standards.

Typical Cases of The Unqualified Imported Food Detected in Ningbo Port

CASE ONE
On May 4, 2015, Ningbo Inspection and Quarantine Bureau did inspection on a batch of oatmeal from Spain and spotted below problems
1.The 560 bags/560 kgs fruit oatmeal contained exceeding mould and moisture;
2.The 560 bags/560 kgs assorted oatmeal contained excessive mould, coli group, and moisture;
3.The 756 bags/378kgs  cereal oatmeal contained contained exceeding moisture;
4.The 756 bags/378kgs  grape&apricot oatmeal contained excessive mould and moisture
All the four varieties of oatmeal were not up the limitation requirements written in Oatmeal Sanitation Standards GB19640-2005 and thus were returned.

CASE TWO
On May 18, 2015, During the on-field inspection on a batch of wheat & honey rice paste(100 cartons/2112 KGS), Ningbo Inspection and Quarantine Bureau found that the total bacterial count did not meet the regulations of Baby and Infant Cereal Complementary Food (GB10769-2010) and returned this shipment

CASE THREE
On May 21, 2015, Ningbo Inspection and Quarantine Bureau detected cotton seeds,  turmeric, and Hami Melon placentin in a batch of imported vegetable fermented beverage(quantity: 3 cartons/25.92 litres) from Japan when conducting inspection. As it did not conform to the regulations of Safety Inspection Management Methods for New Food Materials, this shipment was destroyed under supervision.

CASE FOUR
On May 18, 2015,  Ningbo Inspection and Quarantine Bureau found additives that did not meet regulations of PRC Food Safety Laws in a batch of beer from Italy, and returned this shipment in accordance with relevant regulations.
